Cannot enable system integrity protecion/increase security level of VM

I'm using the VMs to test my product, so I need to simulate the security level of an average user. Only in Catalina I was able to enable SIP following this link. In other versions I keep getting the same status, even after it said successful after running csrutil clear. I also tried resetting NVRAM but the status is still the same.
