Wrap `DateTimeException`

Obvious question here: this would be API change in case some callers are catching DateTimeExceptions. Probably not super common but pointing it out for consideration -- possibly would need to be opt-in?

I'm not wedded to backporting this but I raised it for discussion. There is an argument to only do basic bug fixes in jackson 2.
The 3.x fix in jackson-databind is more about the fact that ObjectMapper.readValue can throw runtime exceptions that are not documented in the API doc.

@pjfanning Fully agreed wrt 3.x effort; let's leave open in case there is demand for 2.x work.
