Is this because beam was bringing protobuf 4.x since before our upgrade to protobuf 4.x?

Updated all the versions for LTS per tracker.
Tested with
mvn install -Dtest='BomContentTest#testLtsBom'to make sure that there are no dependencies being downgraded.
