Looks like other https://github.com/GoogleCloudPlatform repos have similar bracket mis-matches (e.g. https://github.com/GoogleCloudPlatform/gcloud-java/blob/master/LICENSE) or are missing LICENSE files (https://github.com/GoogleCloudPlatform/gcloud-node). I'll leave that to the gcloud team to audit and fix. FYI @jgeewax |

The sqlglot scalar unit tests are being converted to use ArrayValue for operations, since some scalar functions do not have a matching pandas API.
