These prefs were added last year to the recommended prefs for automation (without them Firefox will try to send some telemetry pings to
http://dummy.test/dummy/healthreport/).Adding them will also work around a shutdown hang in Firefox that causes tests that create their own browser instance to sporadically timeout in
browser.close().
