[BUG] Remove CRT dependency on Windows build

This is a corollary to [sharkdp/fd#1874](https://github.com/sharkdp/fd/issues/1874), and can be fixed in the same way as [sharkdp/fd#1891](https://github.com/sharkdp/fd/pull/1891).
